fighting arcade pads

I have wanted to build a fighting pad for a while now, I would prefer a wired USB connection that works for multiple platforms (mostly pc). The problem I am having is that this seems to a be a lot more complicated than I thought it would be.

I am looking to spend around $100 on this and don't mind switching out the contacts for the buttons. I need a cheap arcade stick with a good joystick that is not to pricey. I did a little bit of research and know that I have an idea of what a quality joystick is I cant seem to find one.

Also in case it makes a difference the reason I want an arcade pad is to play some "THE KING OF FIGHTERS XIII Steam edition" online.
