Well, the thing is Activision wants a Call of Duty title out each year. For IW to make the great games that they do, they need a little more in a year, so they made an agreement with treyarch to make a game every other year. This took effect near Call of Duty 2. IW made CoD2, then Treyarch made CoD 3. IW made CoD 4 and now Treyarch made CoD WaW. They didn't announce it yet, but it's pretty clear that the series isn't over and it's IW turn to make a game.
