I believe teamspeak is free. That should serve you well. If not there's always Skype

Teamspeak is free to download but not to host a server, we are using skype ATM but sometimes players dont have skype or aren't allowed it.

This thread on the teamspeak website seems to indicate otherwise.
If your computer can handle it you should be able to download the server software from here and run your own server.

Ventrilo also allows a 8 person server hosted for free, TeamSpeak allows up to a 100 users on a free server, and Mumble can also be hosted for free but I don't know the limits.

It would be better to just host it yourself then to pay so little for a server from someone else because it may not be reliable and they won't have any incentive to provide you with good server.

Cheapest I could find was for $4 a month for a 10 person server. That is what a friend of mine uses to host the server that we use for WoW. Ask some friends if they'd like to help you pay
    Info here.

Guess you don't keep your computer on 24/7 like I do.

People generally want a server 24/7, we have 2, people barely use them. So if you can time things out, you could save yourself some money.

Other than that, you can look here: Voice Servers

They give us our servers, quality and service is great but don't think it's in your price range.
