My fiance just says he's a dwarf with an extreme rare case of dwarfism.

well i read some of the comments - some guy said it's Progeria

and dwarfism is when you're old but you're very small and they don't usually look as skinny as him (Yes I saw that Nat Geo special on that..)

either way I'm no medical expert so what I say is solely based on what I see and no actual facts.

reading the wiki article it certainly sounds like that what's he has. And if you google image search Progeria a lot look very similar to him facial feature wise.
