As for avatar and signature, you should have all those privileges when you have 10 legit posts and have been a member for 24 hours. It's nothing personal, it's done to every new member of the forum and it keeps down spam greatly.

You should also read the FAQs and the sticky threads in the Forum Talk board, they'll answer a lot more questions you may not have yet.
