Well if its a hidden government project they may be hiding it because they don't want other countries to get their technology.

Yes, I surely do. Technically, something as simple as a Frisbee, when mistaken, can be an unidentified flying object. I think there is life out there besides us, but whether or not they have the technology to build space ships, I don't know.

through out the universe civilisation would be either one of three things, primative, present or advanced compared to us, but those of advanced races would travel, because that is what we would do. When it comes to it, we all think similar in terms of exploration, curiosity killed the cat. So we would be bound to, as a highly populated planet, with many natural and industrial resources be a target for those advanced races. The rest, well they would be either like us now, just infront of or behind us, to be fair I believe that much of the universes, inhabitable planets would be micro-organisms.
