I reckon there will be free roam. Arkham Asylum was, in some extent.. but it wouldn't be as significant as if Arkham City did free roam, as it would be much more open! The fact that you can glide and grapple on to buildings and such looks promising.

I'm not anticipating it though, just in case they don't have free roam, as I don't want to be disappointed in the game, in no way, shape or form.
