About 4 to 5 days ago I analysed my hard-drive to see how well it was doing come to my surprise 41% of my entire HD was fragged. Confused I ran the defrag and it took about 2 and half days to run it which was odd but I let it do its job after it was done it dropped from 41% to 16% I thought that was pretty good so I left it alone and today I checked to see if it was ok and to my surprise again it was up to 35% fragged.
Im starting to think my HD is either getting old, my defrag program isnt working anymore, Defraggler, or I have sometype of virus on my computer, yet I ran a complete system scan with Norton and a quick scan with Panda cloud antivirus.
Any suggestions cause I am not sure anymore

Do you delete a lot of stuff on an average day? I have to defrag my other computer because of how my studio is set up, and deleting things a lot.

on an average day I do not but during the weekend when im recording footage i will delete upwards of 10gb of stuff. so during the weekend I would delete 30gbs over the weekend.
I re installed MyDefrag, one of my favorite utilities, and according to it what is causing the most fragmentation on my system is my Norton 360 back up files.

Wouldn't surprise me. Like I've said, Norton is trash.
The deleting stuff could be a problem too.

If it does turn out to be a direct problem with Norton, and something that you can't solve within the program, then I'd suggest using Avast Anti-virus. It's an amazing free anti-virus that's better than a lot of paid-for protection. It also has the option to upgrade to a licensed version of the program, but to be honest it's really not necessary, as it's amazing as it is.
**edit - You could temporarily uninstall Norton and replace it with Avast for a trial run, to see if the fragmentation problem disappears.
