Team Fortress 2 Rapidshare?

I thought I'd download TF2 via Steam and keep myself entertained until Battlefield 3 comes out. The problem is though, my download speed (for some odd reason) is only 255 kb/s and the estimated time of download is, well, 11 hours. While searching for a solution to this, I ran into a site that had Rapidshare links for Team Fortress 2. Now, while downloading Rapidshare files, my download speed can sometimes get up to 2 mb/s. So, is it a good idea to download TF2 using Rapidshare links, rahter than Steam? It doesn't sound like piracy to me, since the game is free, and the sole reason I'm doing this is for greater download speed.
Should I use Rapidshare?

Is valve distributing the files on rapidshare? If not, is the person who is distributing have full distribution rights?

If the answer to both is a 'no' then 99.999% chance that it's not legal.
