No access to Prifile sig etc in Cpanel

I been here for four days and posted 15 times but still getting a message saying access denied when I try to update anything in my CP.

I see that you have your profile pic up, with that you should be able to edit your signature as well. I also checked your permissions, you have access to everything. If you still get the error, you should look at your browser's cache, it might be the one that's acting up. Try another browser if it still keeps up.

I use 400x200.
Still stays pretty much even, but adds height.
