Laptop bar thingy, makes me want to smash things

I have an HP HDX laptop and there's a weird little bar that flickers in the middle of my screen every once and while. it pulls me out of my games, closes my videos when i'm in full screen, and stops me when I'm trying to type. It goes away for few short seconds when I click on nothing but then it comes right back. Anyone know what I'm dealing with?
