Madden 12: Fantasy Team

Hi, I'm a (american) football loving Brit and I've decided to get madden 12 sinces it's only 20 quid here. But does it have a team builder like in madden 10 (last one I got) where you can pick players and put them in your team? Because me and my friend would like to make a team and play each over. And if there is wants a good money cap for buying players? I don't want super, Titan like teams but I want them to be good and have a defined strength and weakness. So how much money is good?
