If there's a rule that says, you can't do that (which there was) then she deserved it. they warned her previously.

but what if she wasn't warned or anything. There are all kinds of rules in school that kids don't even know about until they are in trouble for it. Hugging? I would have been kicked out of school. Hugging is just something girls do. I hugged all my friends when I got to school and when I left. I don't see the problem with it.
