How does the reputation system work?

Who decides to give or take points?
Are there any benefits or disadvantages that it causes?

Everyone has the power to give rep to any user on here.
There's a group of buttons on the top right of your post, it's the first one there.
It has the 'x' and checkmark on it.

Mostly rep is just there to show people who's helped out a lot and who and they can trust, stuff like that.
But if you get negative rep, you lose GFP.
If you get below 10 rep points you can use a lot of the functions, like the arcade and the loan system.
