how do i get shader model 3.0

I need how shader model 3.0 but i don't know how to get it. with out it i can't play GTA IV. pleas help me.

as for Shader Model 3, what is that? and why do you need it to play GTA 4? mind explaining a bit?

Seems he needs a new video card, shader model 3 is a intense level of gfx... I just looked up the specs needed for GTA IV, and your gonna need AT LEAST a 256 mb video card.

Was actually wondering the same thing :s
