I can't change my avatar :(

Hello Staff ,
I've encountered a problem , every time I try to change my avatar. It keeps coming up with a box saying these exact words; ''Psychotray, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.''

Why cant I change my avatar? :(
I need help , ASAP :/

Before you can change your avatar or have a signature, you must be a member for 24 hours and have a minimum of 10 posts.

It's all the rules yo.
