How do people able to make own group?

Why we cannot make own group?
Does it's requires GFP?

You can make your own social group if that's what you mean. you can go to the link at Gamers Forum - Social Groups

On the bottom there is a link to create your own social group.

No GFP required but you're free to pay me what you have for fun.
