Yeah, it's an on board GPU. That's probably why you're having issues. The 9100 isn't that high end. It might not be the GPU overheating, most likely it just can't handle games anymore so it stutters. Finding a replacement might do it.
But I'm mostly speculating the causes of the issue. Can't test any of your parts so I can't be certain on any of it because it could be so many things.

Got speedfan. GPU running at 124.
So def gonna have to get a replacement I'm guessing.

ouch...that's super hot. My old GPU used to get around 110-120 and I used to lag like crazy.
And If you haven't changed the settings, that's 124 Celsius.

well it didnt help that my brother never turned the computer off.
and left dust to collect so that it blocked the vents.
Any suggestions as to what I should do/get? D:

open it up and clean the pc. See if cleaning it can let the fans work and decrease the temperature.
If it doesn't work, get another graphics card and add it on.

Then yell at my brother.
He honestly treats the damn thing so bad, then blames me for everything and expects me to fix it like magic. If it needs a new graphics card he'll have to buy it hahahahaaa~
