Can't go by views lots of times there's phishers and bots viewing the pages, unfortunately. I've never heard of anything like that. The platform or alter sounds like the dragon shrines/word walls that looks like  on your map. The tornado sounds really weird though, I've never heard anything of that.
The other dragon coming, and flying away sounds like the first parts of the main story where you and Delphine head over to the dragon burial site and see Alduin raise a dragon.
That's all I got, unfortunately. Maybe it's a hidden easteregg for launch day. Try setting your 360 offline and to November 11, 2011 and seeing if it does it again!
