Me and my friends were talking about game producer and he said that they program games. But i thought that they hired the team and the producer was in charge of the budget etc. So do they have to program games if not what do they actually do

Game Producers actually don't program games. They are in charge of the budget and what not. Here is some things a Game Producer needs for the job and the expectations of that job:

    Duties & Responsibilities
    - Defining the development path & schedule for the game
    - Agreeing tools and production methodologies with the Senior Producer/Development Director/Project Manager
    - Setting of deliverable milestones.
    - Conducting milestone reviews and agreeing milestone sign off with line manager.
    - Advising Senior Producer of the schedule, delivery dates, milestones, budgetary and resource requirements/changes.
    - Responsible for ensuring a common focus and direction exists within the team and is communicated with the title/franchise.
    - Ensuring the project focus or central USP is established and effectively communicated to marketing.
    - Identify/resolve conflicts/issues between programming, art, music, gameplay to ensure the game remains within technical, schedule, cost and quality parameters.
    - Collaborate with Product Manager to ensure game matches expectations and achieves maximum potential exposure.
    - Directing/initiating production methodologies to be used in delivering the game.
    - Agreeing design document with Executive and Senior Producers and delivers it within time, quality and cost parameters.
    - Ensures title meets with up to date QA guidelines and that QA understand all relevant project related issues and that QA process is executed as effectively and as efficiently as possible.
    - To ensure that major project milestones are reported as correctly as possible on development related reports and that any milestone movements or budget changes are reported to the Senior or relevant line manager as soon as possible.
    - Frequent development team liaison
    - Effective presentation of title, feature and product direction to development and marketing

    Key Results
    - High quality projects delivered on time and within budget.
    - Good commercial relationships are maintained with external developers at all times.
    - High morale within internal and external teams.

This will clear things up between you and your friend.
